In the Blog Quilting Tips,http://www.todaysquilters.com/2009/05/28/quilting-tips.html the author offers advice to the first time quilter, but not enough to really get started. Clearly the intent is to be helpful and encouraging.
I have quilted before, and I would never describe quilting as easy, nor would I ever encourage a new quilter to try a larger project. I would suggest that they visit a quilting shop, get lessons, and work on a project rated for a first time effort. I might also inform a new quilter of the types of quilting, and the equipment each requires.
I think the author has probably machine quilted, and is recommending that as the easy form of quilting. It is easier then hand quilting, but I might recommend a small hand quilting project to begin to master the weft and weave matching element that is so critical. But then that is just my conservative opinion.
